FLEXIBILITY PROVIDED TO REFINERS PRODUCING REFORMULATED AND CONVENTIONAL GASOLINE

The Agency is issuing a final rule that outlines procedures for providing for new sources of reformulated gasoline (RFG) when the markets are tight or inventories are low. It allows conventional gasoline to be converted and reclassified as RFG if the necessary steps are taken to control volatile organic compounds in certain areas of the country. These steps will help to provide the needed flexibility to refiners when inventories are low while preserving the emission benefits of the RFG program. The rule provides industry with greater flexibility in the types of gasoline products that may be blended to produce RFG and conventional gasoline. There are also modifications to the change of service of gasoline storage tanks for gasoline that is usually prohibited from being commingled under the RFG program. The1990 Clean Air Act Amendments require gasoline sold in certain areas to be reformulated to reduce emissions of toxic and ozone-forming compounds. Additional flexibility will be provided to refiners without reducing the emissions benefits from the RFG and conventional gasoline programs.
