SENATE CONFIRMS NOMINEES FOR EPA GENERAL COUNSEL AND ASSISTANT ADMINISTRATOR FOR SOLID WASTE AND EMERGENCY RESPONSE

The U.S. Senate has confirmed the nominations of Timothy Fields Jr. as the EPA Assistant Administrator for the Office of Solid Waste and Emergency Response (OSWER) and Gary S. Guzy as the Agency’s General Counsel.
Fields has been an EPA employee for 28 years and has been acting Assistant Administrator since Feb. 17, 1997. He is responsible for managing EPA’s hazardous and solid waste programs, Superfund and Brownfields redevelopment. Fields held various OSWER managerial positions from August 1983 to February 1997 and, prior to that, various supervisory and staff positions in OSWER and the air program. He has been the recipient of the Presidential Rank Award four times. An alumnus of Virginia Polytechnic Institute and State University, Fields also holds a master’s degree from George Washington University.

Guzy has held key advisory and legal positions since joining the Agency in 1993. He has been Acting General Counsel since November 1998 and for three years prior to that was Counselor to the Administrator. He was Deputy General Counsel from 1993 to 1995. Before joining EPA, Guzy served as a Senior Attorney in the Department of Justice, Environment and Natural Resources Division, where he practiced from 1987 to 1993. From 1983 to 1987, he was in private law practice with the Washington office of Kaye, Scholer, Fierman, Hays and Handler. Guzy holds bachelor’s and law degrees from Cornell University.
