OREGON EX-PROPRIETOR PLEADS GUILTY

Guy O. Hoy, III, ex-owner of a closed Newport, Ore., ship repair facility pleaded guilty to violating the Clean Water Act. Hoy’s company renovated and painted ships by pressure washing and sand blasting the hulls. Although twice fined and repeatedly warned by the Oregon Department of Environmental Quality (DEQ), Hoy continued to allow grit and paint from his operation to be discharged into the Yaquina River. Sanblasting residue and antifoulant marine paint can contain heavy metals which can harm fish and aquatic life. When sentenced, Hoy faces a maximum sentence of up to three years imprisonment and/or a fine up to $250,000. This case was investigated by EPA’s Criminal Investigation Division, the FBI and the Oregon DEQ. It was prosecuted by the U.S. Attorney’s Office in Eugene.
