Larry Starfield Selected as Regional Counsel for Region 6

Acting Regional Administrator Jerry Clifford announced today that Larry Starfield has been selected as Regional Counsel for Region 6. "We expect Larry will be a tremendous asset to the Region in this important position," said Clifford. "He has exceptional knowledge and experience, including ten years with EPA's Office of General Counsel in Washington, D.C., where he dealt with a wide variety of complex environmental law issues and demonstrated exceptional leadership and human resources skills," Clifford continued.

As Regional Counsel, Larry Starfield will head the Office of Regional Counsel in Region 6, which provides legal counseling to the Regional Administrator, the senior managers, and their staffs regarding the federal laws that mandate EPA's work. The Office's legal counseling relates to permitting activities, the authorization and delegation of state programs, and the administration of Federal law, including grants, contracts, and personnel and ethics issues. It also provides counseling on civil enforcement actions in such areas as wetlands, underground storage tanks, pesticides, and the Emergency Planning and Community Right-To-Know Act. In addition, the Office defends the Region in specific cases before Federal trial and appelate courts.

Larry is a graduate of Wesleyan University and Yale law school. Before joining EPA, he worked in Paris, France, as a consultant on American environmental law, and as correspondent for French environmental law for the Bureau of National Affairs. From 1981 until 1985, he was an associate with the law firm of Skadden Arps Slate Meagher & Slom, in Washington, D.C. During his ten years with EPA's Office of General Counsel, Larry has served as staff attorney, branch chief, practice group leader, and as the Acting Associate General Counsel for Solid Waste.
