EPA SEEKS PUBLIC COMMENT ON THE PROPOSED CLEANUP PLAN AT THE MACALLOY CORPORATION SUPERFUND SITE IN CHARLESTON, SOUTH CAROLINA

The U.S. Environmental Protection Agency announced today the public comment period regarding the proposed cleanup plan for the Macalloy Corporation Superfund site in Charleston, South Carolina. The public comment period began on April 11, 2002 and will extend until midnight May 11, 2002.

The Proposed Plan outlines EPA's preferred alternative for cleaning up contaminated soil, groundwater, storm water, and sediments at the approximately 147-acre Macalloy facility on 1800 Pittsburgh Avenue. The estimated $11.7 million proposed cleanup plan is protective of human health and the environment.'/P>

The major components of the plan include the following:

    • On-site treatment of approximately 115,000 cubic yards of soil contaminated by hexavalent chromium to prevent leaching to underlying groundwater and to permit future industrial land-use;
    • On-site treatment of shallow groundwater contaminated by hexavalent chromium;
    • Excavation and on-site disposal of approximately 1,000 cubic yards of sediment contaminated by chromium, nickel and zinc from a tidal creek which formerly received process water discharge from the facility;
    • Excavation and off-site disposal of an estimated 110 cubic yards of soil and debris with elevated levels of gamma radiation; and
    • Implementation of a comprehensive storm water management plan to reduce concentrations of hexavalent chromium, arsenic, copper, lead and zinc discharging into Shipyard Creek.
The public is invited to comment on the proposed cleanup plan. Written comments must be postmarked no later than midnight, May 11, 2002 and should be addressed to Craig Zeller, Remedial Project Manager, U.S. EPA Region 4, 11th Floor, 61 Forsyth St., SW, Atlanta, Georgia 30303. The Proposed Plan and other technical documents supporting this action are available for public review in the Administrative Record located at the Charleston County Main Library, 68 Calhoun Street.

A public meeting will be held at 7:00 p.m. on Thursday, April 18, 2002 at the Commissioners of Public Works Building, 103 St. Philip Street in Charleston. Representatives from EPA, the South Carolina Department of Health and Environmental Control, and Macalloy will be present to answer questions regarding the plan and future activities at the site.
