Why:         The signing will
          certify that the Bay Area
          has become the largest
          metropolitan area in the
          U.S. to attain the
          national health standard
          for ozone, a remarkable
          achievement for an area
          with over six million
          people.  The Bay Area
          went from 65 days of
          unhealthy air in 1969 to
          just two bad air days in
          1994.
