TWO PENNSYLVANIA BUSINESSMEN PLEAD GUILTY TO
ILLEGAL PCB DISPOSAL

Ruldoph Robinson, a partner in R&M Associates of Philadelphia, Pa., and Ronald Taylor, a Philadelphia contractor, both pleaded guilty on July 10, in U.S. District Court for the Eastern District of Pennsylvania in Philadelphia to violating the Toxic Substances Control Act regulations for the handling of polychlorinated biphenyls (PCBs). In 1994, Robinson hired Taylor to dispose of transformers containing PCBs that had been stored in a warehouse owned by R&M. Robinson did not prepare a manifest documenting that the transformers were being transported for the purpose of disposal. Taylor removed the transformers and the PCB oil that they contained, however he could not show that he disposed of them in a lawful manner. Sampling in a sewer line near the warehouse showed elevated levels of PCBs. PCBs have been identified as a possible cause of cancer in humans. The case was investigated by EPA’s Criminal Investigation Division, the FBI and the Philadelphia Industrial Wastewater Program.
