NATIONAL SUPERFUND OMBUDSMAN ISSUES REPORT ON DRAKE CHEMICAL

EPA’s National Superfund Ombudsman issued a final report on the Drake Chemical Superfund site in Lock Haven, Pa. The Ombudsman’s investigation began as the result of a petition by Arrest the Incinerator Remediation, a citizens group. The report examines the history of the site and the efforts by EPA Region 3 to address the contamination found at the site. The report identifies a number of information deficiencies and makes recommendations to EPA on steps needed to rectify these concerns. While this final report neither affirms nor rejects the incineration remedy at Drake, the National Ombudsman concludes, “Evidence which has come to light in the course of this review, however, begs the wisdom of going forward without appropriate precaution.” Recommendations contained in this report currently are under review by EPA Headquarters and Region 3. The appointment of the Headquarters and Regional Superfund Ombudsman was part of the Agency’s Superfund Administrative Reform efforts to make the program more fair and more efficient.
