ON THE ADMINISTRATION'S PROPOSAL FOR
SUPERFUND REFORM

Although the clock ran out on Superfund reauthorization this year, a broadbased coalition for reform was established. That coalition, ranging from corporations to small businesses to environmentalists, developed a vital blueprint for change. I remain committed to building a consensus up-front as the best way to achieve strong environmental protections that benefit all Americans.

One in four Americans live within four miles of a Superfund toxic waste site and many businesses, particularly small businesses, are still unfairly burdened -- ultimately change is essential. In the meantime we will pursue administrative reforms to ensure the management of the current program continues to be made more fair, effective and efficient.
