CONSUMER LABELING INITIATIVE PHASE II REPORT RELEASED

EPA is making available the Phase II Report of the Consumer Labeling Initiative (CLI). The CLI is a voluntary pilot program conducted in partnership with industry and other federal, state and local government agencies to foster pollution prevention and consumer choice. It aims to improve consumer understanding of the safe use and the environmental and health effects information on household consumer product labels. The multi-phased pilot project focuses on indoor insecticides, outdoor pesticides and household hard surface cleaners (i.e., floor and basin, tub and tile) some of which are registered antimicrobials/disinfectants. The Phase II report describes all of the research conducted by EPA and its partner groups, including the methodologies, summaries of the data, findings from the data, recommendations and copies of research surveys. During Phase II, which began in 1997, the Agency’s industry and trade association partners, with the active participation of many other groups in the CLI, funded and directed quantitative consumer research to understand consumer attitudes, behavior and satisfaction concerning these types of product labels. In addition, EPA carried out qualitative research about potential standardized labeling information, particularly for ingredients, precautionary statements and signal words. The agency and private CLI partner organizations also developed a broad-based education campaign to help consumers understand and use labels effectively for pesticides and other products.
