ASBESTOS DUMPING CONVICTION LEADS TO FIVE YEARS OF PROBATION FOR PHILADELPHIA COMPANY

On Sept. 25, T.G.P. Co. (TGP) of Philadelphia, which formerly did business as Grant Paper Co., was sentenced to five years probation after entering a plea agreement to felony charges of knowingly violating the Clean Air Act. The company admitted to dumping asbestos-containing waste on a parcel of land behind homes in a southwest Philadelphia neighborhood. Pursuant to the plea agreement, TGP spent $1.3 million to clean up the land where the asbestos was dumped and has allocated $50,000 to cover any property damages to adjacent homes. The violations by TGP occurred in April and May of 1992, when the company failed to notify EPA of its plans and then directed a subcontractor, Philadelphia Construction Equipment Co., to demolish warehouses in Philadelphia which contained at least 445 linear feet of asbestos pipe wrap and 10,775 square feet of other regulated asbestos materials. This case was investigated by EPA's Criminal Investigation Division, the FBI and the City of Philadelphia.
