PA EPA LISTS NEW SITES ON THE SUPERFUND NAT'L PRIORITIES LIST

EPA LISTS NEW SITES ON THE
SUPERFUND NATIONAL PRIORITIES LIST

On June 17, EPA will be proposing to add 15 proposed sites and 13 final sites to the Superfund National Priorities List (NPL). The NPL informs the public of uncontrolled hazardous waste sites that warrant further investigation to determine if they pose risks to human health and the environment. Sites that are placed on the NPL are eligible for long-term "remedial action" financed under the Superfund Trust Fund. A new congressional mandate, passed by Congress in its 1995 recision bill and again in the Agency's 1996 appropriations bill, requires EPA to receive written permission from the state governors before the Agency can propose or finalize sites to the NPL. Since the introduction of this mandate EPA has received Governor's letters requesting the listing of 54 new sites to the NPL. Current provisions in Superfund reauthorization bills in the U.S. House of Representatives and the U.S. Senate would cap the NPL at 125 sites over the next seven years. Based on the Governor's requests to date EPA expects to exceed the proposed cap in less than four years. The proposed rule consists of 15 sites including: Madisonville Creosote Works, Madisonville, La.; Tyndall Air Force Base, Panama City, Fla.; Sewells Point Naval Complex, Norfolk, Va.; Stauffer Chemical Company, Tampa, Fla.; Del Amo, Los Angeles, Calif.; Tex-Tin Corporation, Texas City, Texas; MRI Corp., Tampa, Fla.; Circle Smelting Corp., Beckemeyer, Ill.; Sauget Area I, Sauget, Ill.; Central Chemical, Hagerstown, Md.; Beede Waste Oil, Plaistow, N.H.; Cross County Sanitation Landfill, Patterson, N.Y.; V&M/Albaladejo, Vega Baja, Puerto Rico; Shuron Inc., Barnwell, S.C.; and Sharon Steel Corp. (Fairmont Coke Works), Fairmont, W.Va. The 13 finalized sites include: LCP Chemicals Georgia, Brunswick, Ga.; Jennison-Wright Corporation, Granite City, Ill.; Wright Ground Water Contamination, Wright, Kan.; Eastern Surplus, Meddybemps, Maine; Aircraft Components (D&L Sales), Benton Harbor, Mich.; H & K Sales, Belding, Mich.; Bruno Co-op Association/Associated Properties, Bruno, Neb.; Franklin Burn, Franklin Township, N.J.; Welsbach & General Gas Mantle (Camden Radiation), Camden & Gloucester Cities, N.J.; Little Valley, Little Valley, N.Y.; Breslube-Penn Inc. Corapolis, Penn.; Island Chemical Corp/Virgin Islands Chemical Corp., St. Croix, U.S. Virgin Islands; and Penta Wood Products, Daniels, Wis. The NPL rule is expected to be published in the Federal Register on June 17.
