Strengthened Water Discharge Permit Issued to Pocatello Astaris Plant

The U.S. EPA has reissued a National Pollution Discharge Elimination System (NPDES) permit to the Astaris facility in Pocatello, Idaho. This permit, which becomes effective on October 30, 2001, places major requirements and restrictions on the plant’s point-source discharges to the Portneuf River.

This permit will limit 17 different pollutants, and requires Astaris to sample the effluent discharged for 32 different pollutants. The previous permit only covered discharge water temperature and was issued to the elemental phosphorus producer in 1982. It has been under administrative extension since 1987. The newly re-issued permit is based on the best scientific data available, and also results from comments and concerns provided to EPA in two public comment periods over the last 2-1/2 years, as well as collaboration with State water quality officials and the Shoshone-Bannock Tribes. The permit also requires comprehensive water quality monitoring and sampling in the Portneuf River so that EPA can better determine how the discharge is affecting the river.

In addition to providing specific limitations and monitoring, the permit is requiring Astaris to conduct several special studies. These include a Toxicity Reduction Evaluation Work Plan, a Receiving Water Monitoring Plan, a Bioassessment Study, and sediment monitoring. The permit also encourages pollution prevention by requiring Best Management Practices.
