TWO INDICTED IN BARGE CLEANING CASE

On April 15, in U.S. District Court in Baton Rouge, La., Lawrence Normand, former superintendent and Lester Brooks, former employee at the former Hall Buck Marine River Plant Inc., (HBM) were each indicted on one count of violating the federal Clean Water Act (CWA). They allegedly discharging polluted wash water and other contaminated materials into the Mississippi River from barge cleaning operations at the River Plant. These indictments are part of a continuing case which has investigated the dumping of 55-gallon drums of waste oils, solvents, barge wash waters and sludge into the Mississippi River during 1993 and 1994 by HBM and its employees. The case was investigated by EPA Criminal Investigation Division, the U.S. Coast Guard Criminal Investigation Division, LSP, and the Louisiana Department of Environmental Quality with the assistance of EPA's National Enforcement Investigations Center.
