FLORIDA MAN PLEADS GUILTY TO CLEAN WATER ACT VIOLATION

Raymond C. Layne of Jacksonville, Fla., pleaded guilty on Feb. 27 to violating the Clean Water Act. Layne admitted to failing to monitor wastewater at the Neptune, Fla., wastewater treatment plant and to making false statements to the U.S. EPA concerning chlorine levels at the plant. Chlorine is a highly corrosive chemical which must be closely monitored to insure proper sewage treatment. When sentenced, Layne faces a maximum sentence of up to eight years in prison and/or fines of up to $2 million. The case was investigated by EPA’s Criminal Investigation Division and the Florida Department of Environmental Protection’s Division of Law Enforcement. It is being prosecuted by the U.S. Attorney’s Office in Jacksonville and the U.S. Department of Justice, Washington, D.C.
