Ship's Engineer Pleads Guilty to Obstructing Investigation of Oil Dumping in Pacific Ocean

(10/01/2003) Vincent B. Genovana, an engineer on the marine vessel Hoegh Minerva, pled guilty on Sept. 25 to obstructing an investigation of intentional waste oil dumping in the Pacific Ocean. According to the plea agreement, Genovana instructed other crew members to construct a bypass pipe to circumvent the pollution control equipment on the ship and dump waste oil directly into the ocean. Genovana also took steps to conceal evidence from Coast Guard inspectors. When sentenced, he faces a maximum sentence of up to 20 years in prison and/or a fine of up to $250,000. The case was investigated by EPA’s Criminal Investigation Division (Portland, Ore.), the U.S. Coast Guard, and the Washington Department of Ecology. It is being prosecuted by the U.S. Attorney’s Office in Seattle.
