EPA ISSUES PROGRAM REQUIREMENTS FOR SELF-CERTIFYING CHEMISTRY DATA ON PESTICIDES


EPA has issued a notice permitting pesticide registrants to self-certify that product chemistry studies for certain pesticides have been conducted in accordance with Agency regulations. The new self-certification process applies only to data on the physical and chemical characteristics of new pesticide products composed of active and/or inert ingredients that already have been registered by EPA, and which are not expected to produce a new chemical. The program is voluntary and will simplify and accelerate the process for reviewing applications to register or re-register pesticides, while maintaining safeguards that protect human health and the environment. It will allow the Agency to focus on reviewing the more critical (e.g., acute toxicity, exposure, and effectiveness data) which must be submitted for review as necessary to protect public health and the environment. Under the new program, registrants of certain products will no longer be required to submit copies of their chemistry studies, but now have the option of submitting an EPA form summarizing their products’ physical and chemical characteristics, a statement certifying the results of the product chemistry studies performed, and a statement certifying that the studies were conducted in accordance with EPA’s Good Laboratory Practice regulations. If these documents are submitted in lieu of the actual chemistry studies, registrants are still required to maintain their study data and, if required, submit the data to EPA at the Agency’s request. EPA’s new self certification program is fully described in a Pesticide Registration notice (PR98-1).
