Boston - A Woburn manufacturer faces a $25,000 fine for failing to report its use of lead and antimony compounds. Insultab, Inc. of Woburn, Massachusetts, is required under the federal Emergency Planning and Community Right-To-Know Act (EPCRA) to report its use of certain listed toxic chemicals yearly. The information that is filed with the government is also available to citizens interested in the chemicals that are manufactured or used in their community. Insultab has since filed the necessary documents with EPA and the state.

Insultab Inc. manufactures shrinkable PVC and polyolefin tubing, PVC tubing, and a variety of TeflonŽ coated materials. EPA identified the company through a screening process by which the agency looked at plant operations, size of facility and past reporting practices.

EPA maintains a national database of chemical use and manufacturing information that is available to state, local and other federal agencies. The data can be useful in community risk-based planning.

The law requires facilities that manufacture, import, process, or otherwise use any of more than 300 specific chemicals over specific threshold amounts to submit to EPA and the state annual reports showing chemical releases to the environment or disposal at a facility elsewhere.
