EPA ANNOUNCES NEW REGULATORY REINVENTION INITIATIVES


Stepping up its regulatory reinvention efforts, EPA is requesting new proposals and augmenting Project XL, one of the Clinton Administration efforts to achieve greater public health and environmental protection at more reasonable cost. It strives to attain eXcellence and Leadership, serving as a laboratory for testing progressive approaches which meet statutory responsibilities while enhancing existing programs and expanding environmental goals. While each XL project must adhere to eight criteria, emphasis will now be placed on three of them---superior environmental performance, regulatory flexibility and stakeholder involvement. Revisions in the XL approval process have been made, increasing the emphasis on pre-proposal planning, communication with stakeholders, internal agency management, partnership with state governments and a set agenda for advising the public during the project development and negotiation process. Increased participation is being emphasized. Those outside the regulatory and regulated communities---individual citizens, affected communities, concerned groups---are invited to participate as co-sponsors, and to become more involved in project development. Additional themes, beyond those developed since the May 1995 launching of Project XL, are being recommended based on the need to incorporate more incentives for pollution prevention.
