Public Comment Solicited on Proposed Petroleum Pipeline from Houston to El Paso

     The U.S. Environmental Protection Agency (EPA) and U.S. Department of Transportation (DOT) have made a preliminary Finding of No Significant Impact after completing the environmental assessment on the proposed petroleum pipeline system to be operated by Longhorn Partners Pipeline, L.P. The pipeline could eventually transport up to 225,000 barrels per day of primarily gasoline and distillates from Houston to El Paso, Texas.

     The environmental assessment examined the total operation of the system, including the existing condition of the pipeline and the potential for the pipeline to impact human health and the environment.

     The assessment is based on the maximum capacity of the pipeline and "reasonable worst- case spill" scenarios. Several options were evaluated, including no action and alternate routes to avoid sensitive or populated areas. A supplemental assessment will be made to analyze the impacts associated with planned additional pump stations.
