SACRAMENTO MEN CONVICTED OF HAZARDOUS WASTE FRAUD SCHEME

On July 2, Frank Fiorillo, Jr., and Art Krueger, operators of a Sacramento warehouse company, Safewaste and West Coast Industries Inc., were convicted in U.S. District Court for the Eastern District of California on two felony counts of violating the Resource Conservation and Recovery Act for illegally storing and transporting hazardous waste; twelve counts of mail fraud; and violation of federal firearms and explosives regulations. In 1993, a fire department inspection of the Safewaste warehouse uncovered illegally stored hazardous wastes, and a subsequent search led to the discovery of other wastes and illegally stored armaments, including over 100 rocket motors and warheads, 7,500 pounds of explosives and 17,000 155mm artillery shells. The case was investigated by EPA’s Criminal Investigation Division, the ATF, the FBI and the Sacramento County Environmental Crimes Task Force, with the assistance of EPA’s National Enforcement Investigations Center.
