EPA PROPOSES STANDARDS FOR CEMENT KILN DUST
EPA is proposing standards for the management of cement kiln dust (CKD) waste under the Resource Conservation and Recovery Act. CKD is fine particulate material that is generated during the cement kiln burning process. CKD would remain a non-hazardous waste provided certain management standards are met. EPA’s proposed management standards require landfills to be designed to control releases of toxic metals from CKD to ground water. The standards also include controls on releases of fugitive dust to prevent wind dispersal of CKD. The rule proposes concentration limitations on various pollutants in CKD used for agricultural purposes. Cement kiln dust becomes a regulated hazardous waste only if significant violations of the management standards occur. The cement industry disposes of an estimated 3.3 million metric tons of CKD from 110 plants in 38 states.
