NEW PROJECT XL AGREEMENTS IN FLORIDA, MINNESOTA,
VIRGINIA, BRING NATIONAL TOTAL TO 25

Project XL, EPA’s national initiative that tests innovative ways of achieving better and more cost-effective public health and environmental protection, now has 25 pilot projects underway. The latest agreements involve Naval Station Mayport, in Jacksonville, Fla.; a group of small-to-medium industrial facilities in Steele County, Minn.; and the Big Island, Va., pulp and paper mill of the Georgia-Pacific Corp. In Florida, in an effort to eliminate ocean disposal in the St. Johns River, Naval Station Mayport seeks to streamline the permitting process for dredging material and ocean disposal under the XL/ENVEST program. Mayport intends to reuse the dredged material by using it to produce construction blocks and artificial reef material. In Minnesota, the nine Steele County facilities located in Owatonna and Blooming Prairie have committed to reduce the discharge of four metal and three waste effluents that flow into the local wastewater treatment facilities. They also plan to minimize the adverse impact of storm water on the local treatment facility, by reducing the runoff from each participating facility and developing educational materials for the local community. To achieve these benefits, the facilities are seeking flexibility in existing effluent pretreatment regulations. In Virginia, Georgia-Pacific will test the effectiveness of the first commercial application of a new type of gasification technology. The pulp and paper industry has been searching for ways to make its energy conversion systems more efficient and less capital intensive, while improving environmental and safety standards. This new technology has the potential to produce much lower air emissions compared to traditional technology. More information is available at: www.epa.gov/projectxl.
