Guidance on SIP Credits for Emission Reductions from Electric-Sector Energy Efficiency and Renewable Energy Measures

This EPA guidance, released in 2004, was developed to provide a readily available procedure to quantify and validate emission reductions from specific energy efficiency and renewable energy measures and have these reductions applied to State Implementation Plans (SIPs) through future rulemaking for purposes of rate of progress (ROP), reasonable further progress (RFP), attainment demonstrations, and maintenance plans.

This guidance was intended for state and local air pollution control agencies, interested memebers of the regulated community, and the public.
