Proposed Federal Plan and Model Rules for the Clean Power Plan

As part of the comment period on the proposed Federal Plan and Model Rules for the Clean Power Plan, EPA is asking for information and comments from communities, states, tribes and other stakeholders.  EPA has held several public hearings throughout the U.S. in different cities to obtain input before the comment period closes on January 21, 2016.

In addition, EPA held a series of teleconferences about the design of the Clean Energy Incentive Program (CEIP).  These teleconferences, held in November/December 2015, have offered a variety of interested parties and community members the opportunity to share their ideas about the CEIP.  Written comments about the CEIP can also be submitted through December 15, 2015, for those who missed the teleconferences.

Beginning in October 2015, the agency hosted trainings on the proposed Federal Plan and Model Rules and CEIP in Las Vegas, NV for tribes and in Port Arthur, TX for communities. A second community training will be held December 15-16, 2015 in Washington, DC and additional tribal trainings are planned for December 7-8 in Farmington, NM and December 9-10 in Tuba City, AZ. In the coming weeks, EPA regional offices will be connecting with communities about the proposed Federal Plan and Model Rules, including sharing information about the CEIP.  These meetings, webinars, and teleconferences continue the Agency’s efforts to solicit feedback and comments from communities about these actions that would reduce carbon pollution from existing power plants across the nation.

Important Deadlines

  • December 15, 2015 – deadline for submitting input on the CEIP design and implementation non-regulatory docket
  • January 21, 2016 – deadline for submitting public comments on the proposed CPP Federal Plan and Model Rules (including the CEIP in the context of the Federal Plan and Model Rules)
  • January 21, 2016 – deadline for submitting input on the draft Evaluation, Measurement and Verification (EM&V) Guidance for Demand-Side Energy Efficiency, a supplemental resource for the Clean Power Plan.
