Example Title VI Demographic Analyses
A number of demographic analyses were performed as part of the investigation of the Title VI administrative complaint filed against the Louisiana Department of Environmental Quality regarding issuance of a pollution control permit for the proposed Shintech facility in St. James Parish, Louisiana ("the Shintech investigation"). Although the part of the investigation related to the proposed Shintech facility permit was suspended on September 16, 1998, the analyses presented below provide examples of several potential approaches for conducting disparity analyses. For a more complete description of processes for conducting an assessment of adverse disparate impact analyses, please refer to the forthcoming Revised Draft Guidance for Investigations Title VI Administrative Complaints Challenging Permits. During the Shintech investigation, EPA issued a set of interim documentation of its demographic analyses. The second, and most current, document was entitled:
