Former Chamberlain Manufacturing Facility Site in Waterloo, Iowa

The former Chamberlain Manufacturing facility is located at 550 Esther Street in Waterloo, Iowa. The facility manufactured metal washer wringers, aluminum awnings, refrigerator shelves, and metal projectile parts at the 23-acre site. The former owner ceased operations at the facility in the 1990s. In 2005, the city of Waterloo purchased the site. Since that time, the city has been working cooperatively with EPA, Iowa Department of Natural Resources (IDNR), and Chamberlain Manufacturing to complete the investigation of the site. The city of Waterloo has received Brownfields Cleanup Grant funding to perform site investigation and remediation activities at the site. The city has completed extensive sampling of soil and groundwater, asbestos abatement, and removal of all building structures at the site. At the same time, Chamberlain Manufacturing has contributed to site investigations by performing additional groundwater and soil sampling.

EPA Region 7 issued Chamberlain Manufacturing a Unilateral Administrative Order in 2010. As required by the Order, Chamberlain Manufacturing has developed work plans for determining the extent of vapor intrusion of volatile organic compounds into homes and methods to reduce it, and has started vapor intrusion sampling and specific activities to correct it. Chamberlain Manufacturing also completed a test needed to better understand the movement of groundwater at the site.
